Putin’s conduct of the conflict in Ukraine has created a Western impression of Russia as weak, indecisive and incapable, a country that never enforces its declared red lines. This is an extremely dangerous impression, because it encourages more and worse provocations that sooner or later will mean Russia’s surrender or WW3.
