Seth Rich was likely murdered by the Clinton mafia because he turned over the Clinton emails to Wikileaks. It seems clear enough that the FBI effectively covered up the murder by avoiding a careful investigation. This conclusion is called a “conspiracy theory,” whereas in fact it is a natural conclusion when authorities avoid searching for the truth. Usually US authorities know within a few hours such as in 9/11 who the perpetuators are, and usually the instant it happens as in the case of the Malaysian airliner. In other words, the cover story is ready when the act occurs. But the authorities cannot solve a murder on a Washington street when there is clear motive.
